Our Senior Pastor

182COH103010_0455  Presiding Bishop Dr. Pamela A. Smith was born in Cincinnati, Ohio in 1951 and was reared in a Spirit-filled home.  At the age of nine, she received the Holy Ghost.  In 1975,  she acknowledged her call to the gospel ministry.

Her parents (the late Bishops Lewis and Eddita D. Tolber) in 1966, founded the True  Holiness Church of God in Ohio, which later evolved into a national and international  ministry named True Holiness Assemblies of Truth United International Inc (THAT  United).  Through her mother’s administration and evangelism,  which was based  in Silverton, Ohio, the organization has grown tremendously.  After her mother’s death  in 1992, the Board of Bishops consecrated Bishop Smith as the Presiding Bishop.

In 1987, while still a member at the Silverton congregation, she founded True Holiness Church of God (now named True Holiness Covenant of Peace Assembly) in Loveland, Ohio.  In 2004, God directed the church to move to Walnut Hills, an historical neighborhood in Cincinnati, Ohio.  She is still the senior pastor and is assisted by three co-pastors, who she leaves in charge, when she makes her official tours throughout the church body.  Her congregation has developed a nursing home ministry, street ministry, and small group Bible teaching ministry, and an outreach puppet ministry for the surrounding  communities.

As a leader in education, Bishop Smith has earned a Bachelor’s degree in Business Administration at The Union Institute and University, a Master’s degree in Human Resources Development at Antioch University McGregor, and Doctorates of Divinity at International Apostolic University of Grace and Truth, in Dayton, Ohio.  She was also awarded honorary doctorates in Theology and Christian Education.

Her zeal for excellence motivated many members in the united congregations to return to school to become teachers, entrepreneurs, nursing home administrator, computer specialists, nurses, tax preparers, social workers, accountants, children’s daycare administrators, a clinical psychologist, etc., so that they can participate in the vision that God gave to the organization to “go into all the world.

In 1993, Bishop Smith developed and established the central organization’s Leadership Development Institute (a bible college), which trains and educates aspiring and veteran ministers and church administrators.

The Walnut Hills worship and business facility is also the headquarters for THAT United Corporate Administration and United Ministries.

The vision that she shares with the united congregations, which are located in Southwestern Ohio, Southern Indiana, Northern Kentucky, Central Florida and Northern Delaware, is that they should publish righteousness by accomplishing the commission to “go into all the world” with the gospel of Jesus Christ and to promote education, healthcare, childcare, and personal & leadership development, throughout their communities.

Dr. Smith is the wife of Apostle Bishop Larry Smith, the senior pastor of True Holiness Covenant of Peace Assembly of Silverton, Ohio.  They have a daughter and son-in-law, Adrienne and Marc Philpart, who are the proud parents of two children; four year old daughter Safiya and two year old son Mekhi.  Their son, Presiding Elder Larry Houston Smith, is the youngest of the two children, and his wife is Minister Dawanna Faye Smith.  Both of them walk very closely with Mom and Dad in the ministry and intercessory prayer.
